Hawhile, in informing the Hong Kong Goverment of the receipt of the choque, we must give tbam some indication of what we are doing in the matter of their outstanding claims and we should also express to them our doubts about the legality of a cale of the vessels (on the leṛal justification so far communicated to us by Hong Kong) should the Soviet Government not agree to the osle.
